Napier said Jackson, in his statement to internal affairs, said the man claimed to be a member of the Ku Klux Klan.

A witness at the police station overheard the man's reference to the KKK, Napier said. Zaney also said Burgos told Jackson he was going to kill. his family. Burgos could not be reached for comment. The altercation that led to the investigation occurred at the police station facility where prisoners are booked into jail.

Jailers who witnessed the altercation reported it, and two civilians who saw the incident "confirmed the abusiveness of the prisoner and also some questionable use of force on the part of the officer," Napier said. At one point, the man apparently put his feet on the table while waiting to be booked into jail and refused to take them down. When the officer put them down, the man put them back up again, Napier said. "The guy's attitude, language, his resistance, the racial slurs, the threats and what finally topped it off was the guy throwing his feet up on the table. That's when the incident got out of hand," Napier said.

Zaney said the threat to Jackson's family "goes over the line" and said he will contest the case. "It was an isolated incident, and we're going to fight it because of the insults and the hatred," Zaney said. Jackson has been on restrictive duty since Nov. 14, Assistant Police Chief Ray Sanders said. Restrictive duty means that Jackson reports to work but is assigned a desk job rather than patrol duty.
