at Fort Sam Houston in San Antonio. COOK-WALDEN Funerals Cremations Dignity 6100 North Lamar 454-5611 report as "unspeakably bad" because of its limited nature. In recent weeks, the agency has announced new steps to try to prevent cheating, such as requiring schools to keep seating charts from test days, sending independent monitors to schools with past problems and requiring students to sign nocheating pledges. Officials had previously beefed up training designed to help teachers put a stop to cheating and created new ways for state officials to spot possible offenders. Neeley said it's taken some time to vet the test-security plans with test administrators and national experts.

"I'm real pleased with the progress we've made," she said. "I'm just sorry that some other folks thought we weren't moving quickly enough." The Harley-Davidson enthusiast and former superintendent also headed the state's school system as 45,000 students moved in after Hurricane Katrina in 2005 and when Hurricane Rita temporarily displaced 400,000 children just weeks later. She also wrote the fine print on controversial incentiveprograms created by Perry and the Legislature. "Commissioner Neeley has tried to keep in touch with educators in the field who actually have to implement the policy edicts and inadequate budgets handed down from the governor and legislative leadership," said Linda Bridges, president of the Texas branch of the American Federation of Teachers. "She' has helped to round off some of the rough edges." Education commissioners need approval from the Texas Senate, although they can start the job without it.

The next commissioner does not stand to win Senate confirmation until the Legislature's 2009 session, even though the Legislature just finished a 140-day session. Perry "wanted to make sure that Commissioner Neeley's expertise was around during that session," Black said. Senate Education Committee Chairwoman Florence Shapiro, R-Plano, said that it's best for senators to confirm a new commissioner soon after their appointment but that it helps lawmakers to have someone with Neeley's experience and background during: a fast-moving session. Neeley, 59, was diagnosed with Stage 4 melanoma, a skin cancer, in 1985. The cancerous tumor was removed then.

In May she learned that the melanoma had returned, but doctors quickly removed it again. Last week they gave her a clean bill of health. 445-3654 DEATH NOTICES Catholic Church, Taylor. Burial Our gin. Arrangements by Elgin.
